North Cyprus VAT Guide: rates, filing and registration
This guide summarises how Value Added Tax (VAT, KDV) works in the Turkish Republic of Northern Cyprus: rates, zero rated supplies, the filing calendar, registration and the input credit mechanism. Rates are based on the 2025 VAT Rates Regulation and are updated periodically by Council of Ministers decision.
What is VAT?
VAT is a consumption tax added at each stage of a supply of goods or services. A business deducts the VAT it pays to suppliers (input VAT) from the VAT it collects from customers (output VAT) and pays the difference to the Tax Department. The tax therefore ultimately rests with the final consumer.
VAT rates
North Cyprus applies several rates. The standard rate is 16%; reduced rates or a zero rate apply to specific goods and services.
| Rate | Example scope |
|---|---|
| 0% | Exports, basic food and medicine, fuel used in electricity generation, certain agricultural inputs |
| 5% | Food staples, medicine, education, restaurant and catering services, some construction materials |
| 10% | Fuel, construction services, electricity |
| 16% | Standard rate (general goods and services) |
| 20% | Tobacco, alcohol, jewellery, vehicles, cosmetics, luxury goods |
The rate bands are set each year by Council of Ministers regulation; confirm the current regulation before you act.
Registration
Businesses carrying on a trade register with the Tax Department as VAT taxpayers. The registration threshold and scope are set in the VAT Law. To clarify whether your business must register, it is sensible to check with the Department or speak to us.
Filing and payment calendar
The VAT return is filed monthly. Filing and payment fall on the same date: the 20th of the following month for companies and the 25th for individuals.
| Taxpayer | Deadline (filing and payment) |
|---|---|
| Company | 20th of the following month |
| Individual | 25th of the following month |
Returns and payments not made on time are subject to late interest and penalties.
The input credit mechanism
A business can deduct the VAT it pays on purchases related to its activity from the VAT it collects. Valid invoices and documents are required for the deduction. VAT on personal spending and on costs unrelated to the business cannot be deducted.
Relationship to other taxes
VAT is separate from taxes on profit such as income tax and corporate tax. VAT is a consumption tax in which the business acts as a collector.
